Metcalf, owner and managing director of Farnham, Surrey-based business development firm Critical Outcomes, succeeds Ross Clarke, who retired December 31.

In addition to its headquarters in Tysons Corner, Fairfax County’s largest business district, the FCEDA maintains marketing offices in five other important business centers around the globe: Bangalore, Berlin, Los Angeles, Seoul and Tel Aviv.

The FCEDA’s London office provides information and services to British companies with an interest in expanding operations to Fairfax County. Metcalf has worked hand-in-hand with Clarke on behalf of the FCEDA since 2015, primarily in lead generation.

In that role, Metcalf established a partnership with the Enterprise M3 Local Economic Partnership (FCEDA’s counterpart in the English county of Hampshire) and other organizations including the Farnborough Aerospace Consortium. He also developed a pipeline of small and medium-sized enterprises in the defense, security and aerospace industries.

Additionally, Metcalf has built working relationships in Britain and Virginia, working with members of Parliament and local authorities in Hampshire and Oxfordshire while extending outreach to chambers of commerce and local enterprise partnerships across the U.K.

Metcalf, 49, holds a master’s degree in mathematics from Balliol College, Oxford, and is a fellow of the Industry and Parliament Trust. He has also served as director of Operational Assurance Ltd., which provides operational audit services to fire and emergency planners, and chairman of SII Services Ltd., a French-owned provider of advanced engineering services. A resident of Virginia from 1996-1999, he previously held senior positions at BAE Systems (U.K. and U.S.), MBDA Missiles (U.K. and France) and Alenia-Marconi Systems (U.K. and Italy).
